it doesn't exist to cut back spending to the bare minimum
to constantly save money
to try and make more money
the value of a contract isn't the most important outcome of a project
but money is easy to measure
its obvious
it makes for a good chart
you can easily compare amounts of money and see which one is best
and you need it for everything
